What whitelists are
Normally the internet works as "everything is allowed except what's banned". Under whitelists it's the opposite: the mobile operator only lets traffic through to approved sites and services — government services, banks, big Russian platforms and marketplaces. Foreign sites, many messengers and regular VPN servers aren't on the list.
How to tell
- On mobile data, Russian sites open but everything else hangs.
- On Wi-Fi or home internet, everything works normally.
- Your VPN won't connect to any regular server on mobile data, though it worked yesterday.
Whitelists are switched on in specific regions, usually temporarily — so friends in another city may have no issues.
Why switching protocols doesn't help
Normal VPN blocking looks for suspicious traffic, so a camouflaged protocol like VLESS + REALITY gets through. Whitelists work differently: only addresses on the approved list are reachable. A foreign VPN server isn't on that list, so traffic never reaches it — the protocol doesn't matter.
Which VPN works
- Dedicated servers for mobile restrictions. Services call them different things — "LTE", "whitelist", "anti-jammer". If a service doesn't mention them, it probably doesn't have them.
- A subscription, not a single key — these servers change more often, and a subscription picks up replacements automatically.
- Test on your operator and in your city before paying for a long period.
Expect lower speeds on these servers: they carry more load, and mobile networks are often congested during restrictions. Switch back to regular servers on Wi-Fi.
